Well he is unsure that you are right for each other if not he wouldn't hesitate. Ask him to be honest with you and give you a better explanation of his actions. Hear him out and try to address his concerns. Accept his feelings and don't be to judgmental. A part of dating is getting to know each other and it starts with good communication.

Uhhhh....whay are you waiting around for HIM to decide? He needs time to be with other girls, that's just an excuse. If he wanted to be with you, then he would be with you right now.
