yeah, go to control panel, network connections, right-click on the dial-up connection and disable it.

Yes in your internet connections options you still have it set to dial a connection, change it to never dial a connection and you can manually make it dial the connection if you need to

Configure Windows to Never Dial a Connection

1. Open the Control Panel:
1. Clicking the Start menu.
2. Click “Settings,” then “Control Panel.” In Windows XP, “Control Panel” is available right on the Start menu.
2. In the window that appears, double-click the icon labeled “Internet Options.” In Windows XP, you may first need to click the option on the left labeled “Switch to Classic View.”
3. In the window that appears, click the tab at the top labeled “Connections.”
4. Click the option labeled “Never dial a connection.”
5. Click “OK” then close the Control Panel to save your changes.

If you are running Internet Explorer, go to "Tools" -> "Internet Options" and click on the "Connections" tab. Make sure that "Never dial a connection." is selected. God bless.
