as u can see the dress is blue but its impossible to find blue shoes!!

It think gray or silver shoes work great with this dress

I agree with the others in terms of colour- try and match to the dress or the colours in the middle bit, but I think a shoe with a rounded toe and a kitten heel would look really cute with that dress. For example this style

Take the dress shopping with you. Then either match the color of the dress, or one of the colors in the ruched waistline. If you match one of the colors in the waist, it will help bring out that color, and emphasis your waist.
Even if you don't have a great waistline naturally, that dress will make you look like you do, so don't worry if it's not your favorite body part.

I agree with the other answer but you could also go for a brown tone. Black is a little severe for this dress but blue and brown go together nicely.
