There are many places you can do that. Your own domain name, or whatever domain host you select, or set up.
ICANN is like the governing body of Internet Corporation For Assigned Names and Numbers (ICANN). American Registry for Internet Numbers thats for the USA, there are like 4 or more that say they are boss.
See, when it comes to a blog, that might be some important writeing, to you or the readers, to just ***** nilly get on a host and start publishing is fast and easy, but, if your site takes off, (alot of visitors) then comes the Corporati.
Blogger has a good rep, and I have seen people move or stay with them no problems.
WordPress is very nice one.
TouchPad has one also.
Idea is if you get a blog spot, make certain that the Host knows your intentions. Some hosts may say, you can have 15mb of space, 5 pages, that would work, for about a week,. But now your into them for a year, and they can say they own the domain and everything on it. more $ please.
You can thank the largest Software Manufacturer in the world for this.
Personally, I went Linux/Debian and now am ready to publish my 5 years of work. I own the server, I own the OS. I own all the Software, or I have unlimited rights to use it any way that I want to.
If your sticking with Windows, the Host will have a FTP for you, or yes, now you will have to buy one. Cute-FTP might still be free.
Do you know HTML? If not you will be useing a WYSIWYG editor. Now here is the good news!
Aracnphelia has an Editor that as downloaded can be as easy or as complex as you decide.
And its CareWare, if you Care, well thats nice. If you dont care, thats kewl also.

Those tools there are just about everthing one would need to do a Blog. WordPress is still free.

And they have hosting.
Truth be told there are 500 companies out there that all want YOU to post a blog on thier servers.
Now to answer categorically.
It gets stored on your Hard Drive and On the Servers Hard Drive. Note, allways make a backup.
Your own space is optimal, but many companies will host it at no charge to you.
So yes, it is still the Internet, and it still has some freedom and it still allows a Free Exchange of Information in an Open Community.
You write stuff, upload it to whatever FTP name.com or # and place it ina directory where it makes sence.

I hope that has helped, blogging is fun, or it can be work, but thats life, it is what you make of it.

The easiest way is to use a blog site - such are available on Yahoo! 360 or Blogger.com (a Google service). On both you can constantly update by making new postings and indeed edit or delete previous postings. I have no knowledge whatsoever of FTP yest run blogs on both sites. The structure is simple - you merely type what you want to say, check the spelling and post. Both sites allow you to post photographs from your hard drive.

if you want a customized blog, you'll have to buy a domain name, hosting service, and either pre-built blog code w/database backend or have someone build a customized blog for you.
