i mean permenant affect like making the area darker or change the shape or size of labia lips because i've read that but i don't know if it is true

Yes, when you are excited the clit might become brighter because of the increased blood flow and the labia lips will swell a bit, nothing permanent just part of the excitement

shape/size would swelled n look/colour would be brighter WHILE masturbation only simply because of increased blood flow to that area, nothing to worry just make sure your fingers or toy are cleaned to avoid infection.
