Every indian would tell you that it is safe.. and i also say that it is safe, though the thing that you need to keep in mind is that there are a lot of benefits to travel with a guide or freind... see if you travel with a freind then you get company and all that stuff and also if you travel with a guide, then the people who are trying to take more money from you, will not... for example, if a shopkeeper sees that you are alone and you want to buy a shirt, then he would say the price is somewhere around 10$, though if he sees you with an indian or someone, hell only say about 5$ which is also bargainable.. so actually at end, it depends on you, though my personal choice would be to take an indian tour guide with myself...

Go ahead and do it.
Language is the only problem in remote area.
Big cities have tourist offices, call and arrange a guided tours to save time so that you do not waste time to find thing.
They will have info on air condition bus services, with a driver and guide you may want to use them.
Get a plan made up ahead of time.
Some taxi es or car with drivers are also available on all day bases, gas extra as a rule.
Normal caution does apply, like any were in the world including your own city or even country.
Dress conservatively but casual. Sari may be good but if not use to it , can trip and fall, avoid it. there are other Indian dress more suitable, avoid halters or mini. Same falling hazard with super maxi, avoid it, good walking shoes or pumps without high hills will do fine, should be sturdy, can waste time repairing, one day service may not be available.
If you know some one they can help by discussing what you are interested in.

Well India is still a safer country. But I would advice that do not travel alone in the city here after dark. In Delhi, even local Indian girls, try not roam around alone in the city. In academic and professional circles you will be fine. Dont worry about that. I think you should not face any sexuall harrasment as an african american.

SAFETY TIPS
Avoid lonely roads after dark, even if you are driving your vehicle.
Carry something for your safety - like blunt knife, umbrella, pepper spray or chilli powder. And use it when attacked. If you wear a helmet, that can come in handy too.
If attacked, hit the attacker in the groin or poke his eyes. Resist all attempts of the attacker. Scream out loud to attract attention. Sometimes passers-by will help you. When free from attacker, run to the nearest police station or a crowded place.
While walking, be alert. Don’t look lost, afraid or chat into your phone incessantly. Walk confidently.
If reaching home late alone in a cab or auto, call a friend or family member and give details of vehicle (number, colour and driver’s name if the vehicle displays an ID) and route you are taking.
Do not wear expensive jewellery. If you must, avoid displaying it.
It’s never too late to learn a few martial art techiniques.
Store emergency numbers on speed dial on your handset.
Under any circumstances, do not panic.

A local friend would help a lot. Just like in any other country keep away from dark streets at night. In any country there are always people who are good and a few who are bad eggs. So watch out for these bad eggs.
