If you see this at a young age you get stuck with it for the rest of your life. Then when you grow up you know something bad happed that should not have happened. No you don't tell.

You have to look at what your intent is...obviously if you're considering black mail than you really don't care about your parents and the situation, you just want it to benefit yourself..and I think that's $hitty....If you are honestly concerned about your parents marriage and happiness, then you could talk to the cheating parent...our imagination's tend to make up stuff that is far worse than reality...but really, no good will come of you telling either parent what you know..maybe you should just let them figure out their own marriage....

It's hard to say unless you are really in that situation, but I think I would tell, never blackmail.

I would confront the cheating parent. first a little blackmail would be good. Make them feel guilty. But I would definitely bring it up. :)

As difficult as it might be, the other parent has a right to know! In addition to the obvious hurt and heartbreak of the whole family, there is the question of STD's which the other parent may have been exposed to.
