letters, whuch were hand delivered. I didn't receive them (it's for a congestion charge i thought was resloved). Do I have any rights or do i need to pay him the 465 pounds 300 pounds of which are his costs?

You have no rights against them they are always right whether we agree with them or not, you have to cough up the cash to get back on the road again
