Swollen eyes in an aquatic turtle usually means a vitamin deficiency. Most likely a vitamin A deficiency. You need to take him to the vet in order for him to get a high concentration vitamin shot. And then continue with proper vitamin supplementation after that.

This condition is called Hypovitaminosis A. Common in turtles that aren't getting their vitamins.

First of all, congratulations on your new turtles! They are the best pets ever! My 16 year old red-eared slider has been sick 3 times in his life. It usually takes him a few weeks to get over whatever it is. I think eventually when they do get bigger, they will need a bigger tank. They are probably just mad because they are stressed out and in a new place. Just keep doing what you're doing, and they will eat eventually, once they warm up to you and their new environment. Also, my turtle eats less during the winter than he does during the summer. Maybe its because of the season, they're not too hungry. If they don't start eating in the next week, or if they develop whitish spots on their shell, or start blowing mucus out their nose, go to the vet (preferably someone who specializes in reptiles or exotic pets). Puffy eyes can be a problem, and may indicate that some of the cares need to be re-thought.

TURTLES DIED WHEN PEOPLE DO NOT GIVE THEM VITAMIN A, CALCIUM, UVA ( 12 HS A DAY ),A CORRECT FOOD LIKE SOME SNAILS, ACUATICS PLANTS, WORMS, FISH, ETC....
PROBABLY YOUR TURTLE HAS PULMONIA TOO !!AND, IF YOU DO NOT GO URGENTLY TO A VET, IT WILL DIE COSE IT NEED DROGS TO LIVE !!!!!!!
PLEASE IF YOU HAVE A REPTIL, AND HE IS ILL, YOU MUST GO TO A VET....AND YOU MUST READ AND LOOK INFORMATION ABOUT HOW TO CARE IT !!
THEY ARE NOT TOYS !!
THEY ARE LIVES !!!
SO GO AND GIVE ALL I SAY ( CALCIUM, VITAMIN A, UVA ( 12 HS ), FOOD ....
REMEMBER THEY NEED A WATER HEATER TO LIVE AND THE WATER NEEDS TO BE ALWAYS CLEAN !!
