Its the calcium in the milk, but calcium citrate is healthier and absorbed better via nutritionals. The hormones and antibiotics residues in most milks isn't good for skin and can cause reactions.
There are many new supplements on the market made for healthy skin support from everyone from Olay to Revlon.

Milk is good for your teeth and bones. Milk baths are also good for your body since it leaves it soft and silky. Water on the other hand is great for your skin. Drink 8 glasses of water everyday and you shall see the difference in your skin.

I don't know about drinking milk for your skin....but i've read that Cleopatra used to use it ON her skin to keep it soft and supple. I've also read that youghurt is also good to apply ON your skin. As for the internal, lots of Vitamin C and fresh fruits.
Eat lots of Watermelon (full of antioxidants) - from experience i have found that a bowl of melon before bed gives me a lasting glow and a clearer complexion.
Exercise is also good for the skin as the sweat help to clear the pores and promotes good circulation.
Last but not least Lots and Lots of WATER.

milk is better for bones. the vital vitamin for good skin is vitamin C - found in orange juice. start there.
