Yes, they are.
Florida or Arkansas will go to the Sugar as the SEC champ (automatic bid). If Florida loses the SEC, they'll end up in the Orange Bowl, accepting the at-large selection (good for recruiting). If Arkansas loses, the Rose wouldn't take them becasue they won't travel well, and they're a 2 loss team that got whipped by USC and recently lost to LSU; Ark. would end up in the Cotton.
LSU has a strong following, and next best Pac 10 team has 3 losses and is ranked 18th in the BCS (Cal), so no way the Rose touches them. Since the Rose Bowl has first choice of the teams that play in a BCS game (there are no conference requirements as some have posted) a #5 LSU seems like a strong candidate.

I don't know but I thought the Rose Bowl was for some of those sucky pac-10 schools. LSU will win no matter what bowl they are in. I'm thinking more like Sugar Bowl.

The Rose Bowl is for the conference winner of the PAC-10, and for one other team to receive an invitation. Yet, since USC may be going to the national title game vesus Ohio, Notre Dame would get the spot and Michigan would be the likely invite. This is only because the Rose Bowl is second only to the national title game.
