This called Time Twins. This can and does happen in hospitals in large cities. Some have made the effort to track these people and compare their lives and personalities. To no surprise they did not have simular lives.

It's indeed a very good question & a logical one at that. Yes, their natal horoscopes will look exactly be the same. But, you may not be aware of the sub-divisions of the zodiac signs like the Navamsha (1/9th of a sign), Dashamsha (1/10th of a sign), Shodashavargas, etc. will be different due to the fact that even a minute's difference can generate huge differences. Let me accept your query that there's no difference even of a single second at all & proceed further. Here, the difference will be as per the dictum - "Desha, Kaala, Paristhiti Nirnayaat" i.e. overall environment, external circumstances, situations & above all time decides the actual fate of a person. For eg. If you buy two mango seeds/saplings of the same quality from the same place, & sow it in two different places with different climate & soil, after they grow up, will both the trees give you sweet mangoes or the same taste??? Further, if two people with the similar horoscopes do have different chioces to make i.e. Astrology is not a fatalistic science, there's always the scope of 'Free Will' which is in our control. Suppose, both their horoscopes promise a long & healthy life; what will happen if one of them decides to jump off a cliff & end his life? It is his free will, his own choice, the stars & planets cannot help him. Moreover, we are all bound by the 'Law Of Karma' - whatever we get or lose in this life is just a reflection of the results of our past lives. We can only strive harder to make things better for us. Always remember that Astrology can only throw light into your future but, your future is something that only you can make for yourself.

According to Indian astrology, the baby's birthplace also matters. So two babies born on exact same moment, but cities apart will not have exactly same fate, although they will be matching in quite many respects.

No. First of all, if we are talking about twins here, one will definitely be born before the other. Therefore there is a difference between their birth time. Secondly, if you are referring to two babies born at the same time but different locations, again, their astrology chart will vary.
When you try to obtain a natal chart for someone, the EXACT birth time (hour and minute), location and birthday are required. Usually for twins, their rising signs are different because it changes every few minutes, their astrological houses could be different as well. As for babies born at the same time but different locations, they will definitely have two unidentical charts. Therefore their future cannot be the same.

It depends. Were they born in the same city? Place of birth makes a difference as well.
My sisters are twins, born 10 minutes apart. The little bit of movement in the sky within that 10 minutes is apparent in their personalities. I can't remember, but I think their rising signs are different.
