VGA stands for Video Grapics Array, and refers to the display capabilities of video equipment, basically the resolution and the number of colours it is capable of. VGA was good in 1993, but not such a big deal now.

VGA is a resolution of 640x480, which is about a third of a megapixel. If you're seriously looking at using a phone as a camera you want at least a 1.2 megapixel one. Personally I'd recommend getting the phone you want, and buy a separate camera. Even the highest megapixel cameraphones (I think you can get 3mp on phones now) aren't all that great. You need a proper camera with a proper lens to get decent pictures!

It's an old type of camera with not a very good picture at all. I had a camera around 3/4 years ago which was VGA. It's not really worth having imo.

I think VGA means the size of the photo it takes is 640 x 480 pixels which works out at 0.3 megapixels.
