Well of course they can, there are number of such relationships can be seen. Especially in european culture. I mean most of them end up in love but im sure there are lots of such friends.
The perimeter is and I think should be "SEX".

It's depend of the person. I almost commited suicide 2 times for a beloved friend and she's a little ugly lol, I nevermind kiss her but I really love her.
And for the girl that I'm really interested I just try be cool but my feelings are weaker than my friend's one.

people will do anything in 2 conditions. 1 they have the place (alone) 2 they have time. unless these 2 items are nor available the are friends.but if both of the items are available ,it will go to have something like making love.
