The third bar is proabbly the hottest setting on an old electric fire or gas fire. Electric fires had horizontal bars and you could chose to have 1, 2 or 3 bars on at a time. Gas fires had jets in a row. Small gas fires had only 2 jets but bigger ones had up to 4. People still referred to them as bars.

"Set the fire to the third bar" means setting an old style electric fire to the third bar heat setting. As for the rest of the song I have no idea, as I don't know it.
Could be a song about a fire, but I doubt it. Possibly a metaphor for passion ie.heat.

It's definitely a metaphor about fires but electric, not gas, fires have bars. An electric fire has a number of elements called bars through which heat is conducted. The temperature is controlled by adding or subtracting "bars".

...and ribble_girl beat me to it.

It's essentially about a guy and a girl who are far away from each other and in love. The guy, (Gary Lightbody) attempts everything to go to see his girl and they find each other at the end.

I think its metaphorical! If you set the fire to the 3rd bar, you setting old fashioned fires to their hottest temp, so I would imagine they mean your setting the relationship to its hottest.
