Is a translation of a portion of a book subjected to copy rights?

If so, how much of a book can be translated and published
online for free without conflicting with copy rights?

A mere translation is not a violation of the Copyright Law if not used for commercial purposes or for sale. The whole book could be translated and even copied in its entirety as long as it is for personal or educational use only.

How embarassing when skills and technology comes from mastering our creator's universal gifts of life and kick the butts of our creator and claim it as theirs in planet of apes.
At loss and selfish in sharing those gifts with others vital for the survival and advancement of living human kind in planet of apes.
Just to get themselves listed as billionaires in planet of apes.
While calling themselves modern civilization in planet of apes.
