Considering the total amount of destruction, carnage, horrors and grief he has caused in Iraq caused by his impractical policies, I would say he is more destructive.
I think that more Iraqis died than the number of Japanese in the Hiroshima/Nagasaki atomic bombing.
So, Bush's are more destructive in a way.
