In an interview, you always want to portray yourself as proactive. It is a buzzword and some hiring managers just want to hear you say it.
As far as my employees, I always prefer the proactive ones. They seem to be on the ball and advancing issues. The reactive ones are more like children that I have to keep busy. To be fair, some positions are reactive. For example, customer support in many companies is reactive. The log into the call center and react to customer's questions.
As a rule of thumb, if you ever want to advance to manager level or higher, it is imperative to be proactive.
