You can't... ebay ids are pretty much in the system for awhile. You can request that it become inactive or naru'd (not a registered user) however most ebayer see this as a suspension. Its better to just let it go. If you want to make a new one, you can have more than one id.

Yes, you can close your eBay account and delete your ID.
