All children are special, innocent & delicate. All of them deserve a good quality of life, education, food, education, entertainment. Why should people who are themselves not able to earn a living be allowed to bear kids & make them suffer.

No one Like their Children to suffer.

We are not great as good to decide who can have kids and who Can not.But one thing for sure i can tell you.Be it Rich or Poor.Children to certain extent Make them forget their sorrow in life and give them new hope when they hold their child in their arms.That why they says children are gods Gift to forget the sorrow from peoples life. If you really want to help such children of Poor People.Learn to share a little part of your life by helping some social groups.Who help such children with their needs

Thats tough really tough question to answer so I am not going to bash you for it? this is a good question. Some people who have become pregnant "these beggers as you call them" dont have money to pay for an abortion or are totally against it despite their financial status. it may be a tough life for the child but sometimes they turn out to be better than the ones who got everything handed to them on a silver platter. Why? because the parents of these children are going to do their best to give their children everything they did not have and the children will see how hard their parents will work and try to pick up from this and they will learn the value of hard work. they will not be sppoiled and ask questions and demand for things because they never had the chance to. If these children do somehow get rich one day they will probably enjoy it more then the ones who got it handed to them on a silver platter because they had to earn it and they know what they went through to get it.

How would you legislate and enforce this? I agree with you about their children being forced to beg btw. They shouldn't and something would need to be in place to prevent this-again what exactly is another tough cookie.

We either have freedom with all it's problems or we head towards a dictatorship/totalitarian world with all the problems that brings. There isn't a real halfway house between the two. People want laws adjusted to cover more and more cases if you start restricting.

Lets start with beggers. Then people who may have a handicap. Then those with low IQ. Then those that can't get work. Then those with criminal records. Then those with low paid work. Then those who have relatives with illnesses perhaps or mental health issues in their family. Then those that have had drugs issues or such in their family. Then those that have a distant criminal connection. Then finally anyone who isn't 100% perfect in health, money, religion (or lack of), social connections.

See where I'm going? Try it with any restrictive idiot law. Censorship is another example. Or how many kids can you have?

Who are we and what would give us the right to "allow" anyone anything! We are not God! Every person breathing today is a person that is here because God alone deems it and we have nothing to do with who or why anyone exists. You need to except that we all have a life to live, be it good or bad, and as alarming as it may seem to you, each of us are where we are supposed to be, learning the things we need to know to grow. All you can do as an individual, is to make sure your own children have the best you can provide for them.

It's because we have this thing called free will that according to the bible means we create our own destiny. If it got to the point where we were telling people to or not to have kids we would in essence become big brother. However, my personal opinion is that if you are on welfare you should not be allowed to have anymore kids. They could enforce that by implanting a preventitive medicine call norplant which prevents pregnancy. But that would be like big brother too. It's just too easy to have kids and we don't even require classes or a license to give birth, yet we require all the to get a driver's license or a voter's registration card.

There are lots of rights here. The righ of a child to be safe. The right of a child ot be with their parent. The right of a parent to be with their child.

When rights like these come into conflict the law generally steps in anyway and any parent who is not able to look after their child will generally have that child removed.

Fortunately most governments consider these cases individually rather than taking a whole swathe of the population and banning them from having children.

That is their right as members of the human race. Granted, it might not be the best environment for children. But at the same time, you could pose the argument that single mothers shouldn't be allowed to give birth, because every child deserves to have a father in their life. Neither of them are perfect scenarios, but....what is perfect?

They are advised not to have more than what they can afford, but sometimes lack of education lead them to more problems, like unwanted pregnancy, etc. Government should conduct seminars on how to use contraception, etc.

No, but as far as I know, children of beggars if reported would be removed from their care and placed up for adoption!
If the beggar parents had any consideration they would not have children to start with, mind you if they had decency and consideration they probably wouldnt be living on the street!

probly most of these kids, at least in the west, are taken from the beggars (homeless people, im assuming you mean). we cant take away anyones right to bear children....if you start with them, who knows who will be next...not a good idea. we just need to have better child protective services.
