Lane Bryant has some nice stuff for young people. Also the Dress Barn but they are a little older. I think the smallest size they have is a 14? Good luck.

deb shop has many plus stores. and if you don't have a deb plus near you, just go to the regular deb store. you can normally special order anything there up to 3x or size 24.
another awesome place to check out is vanity. they carry up to 2x in stock and sixe 19-20 pants.
don't forget old navy.
and walmart has started carrying juniors up to 2x and size 19.

also a lot of department stores have a junior plus line

Zaftique.com has some awesome stuff that is kind or trendy without being over the top. They are a little pricey, but the fit is great- the sleeves start and stop where they should.
