You CANNOT do any net surfing "without downloading any information", so your question, as asked, is meaningless.

If you meant to ask whether you can get a virus without downloading and opening any files - then the answer is yes, you can. There are malicious programs that reside in Web page scripts, images, and whatnot, which can execute automatically on the computer that is viewing them by exploiting various security vulnerabilities. This is why it is important to keep your machine up-do-date with the security patches. But new vulnerabilities are discovered all the time - which is why it is also important to use anti-virus, anti-adware/spyware and a firewall on your machine.

The 'net is a dangerous place nowadays. Don't visit it unprotected.

Sure. One's trying to get out of my PC as I write. Java Scripts have jumped the sandbox... see:
https://addons.mozilla.org/firefox/722/

Active directory in IE is a virtual plague upon the web... see:
http://www.microsoft.com/windows/ie/downloads/default.mspx
(Disabled by default in IE7) or, disable through advanced options in IE6.

Never a virus... just a route into your PC for a virus. Spybot S&D blocks alot of the browser addons which plague the web.
http://www.safer-networking.org/
Prevents alot of the mistyped webpage errors to plague.

Assuming a windows PC. Watch out for Codecs required for viewing popular videos. I hear that's the latest trend in PC virii, which is executable and not just a vehicle for entry. The DVD from Netflix that gave my PC a boot virus really ended my relationship with playing DVDs on my PC and Microsoft. Before hunting down the bootvirus, I'd overinstalled the OS. I'm the unforgiving type :-)

Also, always have an up to date virus killer.

You can download A copy of AOL's Active
Virus Shield. It's based on Kaspersky's Lab Antivirus
Which is one of the top rated killers.

You can download it and watch the walkthrough on
