sometimes it's because when they're kids their parents deal with everything for them, and so they never learn how to do it for themselves. (I had a mom like this and I wish she'd let me be my own person. It took me many years to learn to deal with my own life in positive ways...)
Some people have an exalted sense of themselves and what they deserve-- an overblown sense of entitlement

Social skills are different for each society. They are relative terms. I can complain about someone's social skills just because they don't become friends with me.
In reality, there's a good chance that they don't know what I am saying half the time or think I am completely crazy. People who ignore the fact that only like-minded get along, scream about social skills.
For example if you hate rock-n-roll and you'll be forced to go to a rave party, you'll never make friends. But the same person might have a great time a book club and make lots of friends.
Just because I don't make friends with a party-freak doesn't mean I lack social skills. It might mean I want to be with a different crowd.

Some people aren't taught those skills growing up. Some parents raise kids when they can't even raise themself. I mostly think it is nurture but sometimes it is nature. So most of the time we mess up people, the other times people are born that way.
