This does look like you are trying to get some ideas for your essay ;-) but to give you some ideas
For you to succeed you will have to define what you consider poor - is this a family that is below "bread Line" or below acceptable living standard.
Define background and reason - did this family get to this state due to misfortune eg: Death/ Debt/ Redundancy - which means that education level could be quite high and solution to be considered needs to be short term - i.e: Re-training of individuals so that they can employable once again. Access to mental health facilities in form of therapists etc to overcome Death or Debt Issues. Access to Financial guides - how to move forward with the Debt - what is the best solution foward is it.; Consolidation/ IVA or even Bankrupcy

or is this a case of intrenched poverty - i.e: Grandparent; Parents and Children following in same steps therefore there appears to be no way out - Here there needs to be a way to break this cycle at the youngest level and then work onto the next oldest level - The needs here are wide and various - from integration into the community, education assessment and alternatives/ health checks both Physical and mental / Therapy for the younger ones - yes they can break free - needs to start at young age and a plan devised that involves Carers/ Teachers & parents etc so there is backing to what is being said - and becomes part of a goal achievement for all involved. Education will be the key.

well, if the parents don't have education, or a descent job, then they will most likely be stuck in dead-end jobs that pay very little. they will end up in this kind of vicious cycle. one parent may have to stay at home because the cost of child care is more than what they make. so, one parent ends up staying at home with the children while the other one works, or they may take turns doing so. it really ends up being a vicious cycle because they never have the time to further their education. they are constantly just thinking about feeding their family and providing for them rather than education.
