GCC residents can get a visa on arrivals into the UAE if they have been living in the GCC for more than 6 months - however this is restricted to "higher categories of employment". If the labour card says salesperson, driver, clerk etc (even if he is not working as one), then he would not be able to get a visa on arrival.
