First of all, do NOT remove these stamps from the envelope! They may be worth several dollars on the envelope but not much off. BUT the Washington stamp is from the confusing and complex "Washington-Franklin" series, which is loaded with almost-microscopic varieties, so whether it is worth a few cents or a bundle is beyond my competence; regardless, however, keep it "on cover" to maximize the value.

I think I just answered another of your questions about a similar 2-cent stamp. The advice is the same - go to the message board at http://www.virtualstampclub.com and post the scans there, where you will get knowledge, not just opinion, behind any responses. I am far from being a Washington-Franklin specialist myself, but some people who do know the series go to that message board.

If it quite is unused, then that's properly worth precisely one cent - positioned it including 38 cents properly worth of alternative unused US postage to mail a letter. If it quite is used, then provide it to somebody who's beginning a stamp sequence. it may be the beginning up of a lifelong interest, wherein case it could be effective!
