Yes they do. Shaving the hair off allows for a clean contact so the convicted felon gets the full jolt. To a lesser degree, the hair will conduct electricity.

They do. This is because hair does not conduct electricity as good.
Therefore they shaved the hair so the electricity will conduct better.
Also, this will not make the corpse look like Einstein.

i believe their heads are shaved so that the sponges that conduct the current can be placed against the skin for the fastest shock. just a guess
