Bruce Lee all the way look at him in Enter the Dragon. He is so little and fast that Chuck wouldn't even know what happened especially with his super sonic kicks. Good question.

oh, bruce lee would totally kick chuck norris' ***! i mean he killed him in "return of the dragon". plus, bruce lee would probably just sidestep one of chuck norris' roundhouse kicks and destroy him with one of his faster-than-a-snake moves! so yeah, bruce lee all the way!

He did beat chuck Norris in the movie "return of the dragon" where he beat chuck in a fight in the coliseum. I think he killed him.
