US troops are responsible for the escalation of tensions in Iraq. If they were not there then at least the violence that is going on would not be because of the United States.
As for the troops actually committing acts of terrorism, although there are more than likely cases of acts that fall outside what they should actually be doing, the classification of it as a 'terrorist act' may be a bit of a stretch.

While the troops themselves may not be behind the terrorism in Iraq, their dispatch to that land is the reason behind this turmoil.
I do not blame the soldiers, it is their Commander-in-Chief who took this drastic and fatal decision to invade Iraq, for whatever reason.

Yes, but more specifically, US secret services. They conduct operations which are blamed by one side on the other, and thus exaccerbate ill-feeling, which creates more terrorism.
