When the voters say it should be.
It seems to me that in large part the government here in America has lost touch with the common folk of the nation. Government officials have forgotten that they are the servants of the people; the people are not theirs. Gone are the days when politicos could lord it over the masses, thinking that they knew better than the common man, and that their "superior " judgment should reign in the public sphere. Consequently, the public is now coming into the awareness of their own power, and is beginning to organize more and more to force government to bend to the will of the people, rather than the people meekly accepting the fiat of a relatively small group of individuals who frequently have vested interests in seeing that self-serving outcomes be realized.
