Not at all, no.

Most people born in the U.S. and Canada do, issued by various government agencies. But some people do not. It is getting rare as despotism gains a stronger hold in the two countries mentioned and a birth certificate is needed for many things.

Some people like my father never had their births registered until they were adults, my mother's was not registered until she was 60 years old.

Most people have certificates issued by counties or cities in the U.S. I have one but it was issued by the Federal Government.

What is it that you are after in particular?

No you must be born in the United States to have an American birth certificate. North America and South America are continents not countries. If you were born in North America you will have a birth certificate from the country you were born in, Canada, the United States, or Mexico. Same thing for South America your birth cert. will be from the country you were born in. America is the general nickname for the United States and you must be born in the U.S. to have an "American" birth certificate.
