Actually you don't need the second "if" The word if is a conditional preposition and applies the whole phrase. But since you have two subjects, "legislators" and "you" I would suggest using two sentences instead of one. However, if you want to only use one sentence, just use a semicolon where I have a period. You can use the semicolon because the phrase ",the time of its ending will likely now be undetermined" is a descriptive phrase for the noun "business" and only requires a comma.

As the legisilators would like the meeting scheduled for December 8, 2006 to start at 11:00 am and continue to end of business, the time of its ending will likely now be undetermined. Could you please inform us if you are able to make all the needed arrangements for the visit flexible enough to accomodate the legislators' new wishes?
