I think they can install whatever the customer requests. However they would be smart to put in writing on the invoice that they informed you that driving the car without the required emissions equipment IS illegal and that your car will not pass inspection.

It very much depends on the shop and what type of local laws you are dealing with. I understand that in California, you could forget it. In more rural areas people aren't so worried about such stuff.
Around here (the southeast) if you take it to a smaller shop without a catalytic converter on the car they will likely hook you up. In my case, I installed my own headers and cut the exhaust off. I drove oh so sneakily and carefully to my appointment at the shop with my Flowmasters in the trunk and they took care of it from there.
You don't have to do all that. You can buy aftermarket and even aftermarket "high flow" catalytic converters and stay legal as can be. Stop by a local muffler shop or two and ask. They do this stuff all day every day.

The first thing you should do is find out what your state and local laws are where you live. Then take that info to the guys and ask them their opinion, and if they still want to do it for you then go ahead with it but if your going to put that much money into the vehicle you really should find out about the laws before you put the equipment on. That way you don't have to pay anyone to take it off once it's on.

in oklahoma all you have to have is 3 feet of pipe and a flow , i would do it any way and for taking it to the track you must have a cat converter but you can empty the convertor out but make it look like its there , my bros runnin an 11 second s10 with 6 ft of pipe and a flow and a emptyed out convertor

i own a repair shop,and yes they can legally install what you want on it ,after all it wasn't them that removed the converter,there not liable for things that aren't there,,only the things that are there,this is the way the law works in situations like this..but yes they can do it for you,,good luck,i hope this help,s.

Or instead of doing all this you could get a high flow cat from summit or jegs and not worry about it. I'm sure if you looked hard enough you could find someone to do it though.

they are not allowed by law to remove it but if it is already off they don't have to install one but you will fail your emission test if required
