About 3 to 5 days if you sent by airmail. If you sent it by surface mail, then it will take up to six weeks.
If you sent it by the first option, and your letter has not reached its destination by the time period; you can get a form from the post office. Fill it out and take it to your local sorting office and they will do some enquiries to find out what has happened to it.

To Cebu it is anything from 4-35 days
with the norm being between 7-17 days
Eleven days would be the mean average.
Manila is generaly a day or two less. Remember that in most parts there are only a couple of deliveries a week.
At Christmas allow a lot longer, especially from Manila to UK. October and November the mail is quicker as there is spare capacity on the airlines.
The time of year has the greatest influence on delivery times.

I've heard that your package arrives at the Philippine post office where, depending on the shape, size and heft of the package, it may be summarily rifled through for valuable items (electronics, cash/checks, etc.) If found, such items are then "confiscated" for the postmans' personal use, then finally the letter is merrily sent on its way to the addresee.
