Because WWE, Inc owns both names. And both men have signed film contracts and legends deals which allows the use of their names and what not.
Plus Austin comes back time to time and they pray Rock will :)

They have Stone Cold on the roster because he is with the WWE films and he does occasional appearances on RAW. For the Rock, i don't know but he use to make appearances whenever Raw was in Hollywood, Miami, or WrestleMania. Also, the Rock is on WWE films too.

I don't know why the Rock's picture is there because as you know he isn't under contract with WWE,Stone Cold has just made another movie called the Condemned and according to WWE he is coming back for good in February.

The Rock has said that he would not mind doing short skits with the wwe from time to time and Stone Cold is preparing to come back to the wwe television around Feb.
