I have my own checking, my wife has her own and then we have a joint account. We both contribute to the joint account. She pays all the bills out of it. I buy things for me and the house out of mine, she buys things for her and the kids out of hers. If that doesn't work. Take over control of his checking account. Put him on an allowance. If he gets it under control then slowly give him his priviledges back. If he won't let you do that, then divorce him. See if he can still spend while paying alimony and child support.

I HAVE THE SAME PROBLEM ONE THING YOU COULD DO IS FOR A WHILE SPEND AS MUCH AS HIM AND THEN WHEN THERES NO MONEY TO PAY RENT AND BILLS IT WILL GIVE HIM A WAKE UP CALL
