ANIME (animated) - Kare Kano, Fruits Basket, DNAngel, This Ugly and Beautiful World, Wedding Peach, Fushigi Yuugi to list a few. There are so many actually, but these are my favorites.
MANGA (comics) - Hana Kimi, Paradise Kiss, Zettai kareshi (like chobits but the guy was the robot), Fruits Basket, Full Moon Wo Sagashite, Merupuri...these all center on relationship.

Actually, I'd like to make a correction to someone's statement. They aren't Japanese Cartoons. They are Anime. Usually they start as Manga, and sometimes the manga is better than the Anime, sometimes the anime is better than the manga. Depends really.
I'd list some if I had one that wasn't already listed. Finding Anime is HARD though. I mean, legal stuff in stores... unless you're lucky enough to have a store nearby that sells it, I always have trouble finding it.

Chobits, Maison Ikkoku, and Fruits Basket are anime that deals heavily with issues of romance and love.

Guru Guru Pon Chan, Love Hina, Girl Got Game, just to name a few....there are so many!
By the way they're not "japanese cartoons" they're manga.
If you want to find some go to your nearest Borders and look in the Graphic Novel section...you'll find plenty.

Tenchi Muyo is about a group of alien women who are in love with Tenchi, the main character. The two top women is a princess name Ayeka, and demon space pirate named Ryouko. If you're looking for romance, I think Tenchi and Ayeka would be your favorite couple. I will warn you that the show is raunchy because of Ryoko, she is desperate if you know what I mean, and Tenchi really hates her flirtations.
