Yes, any PDF document can be changed with Adobe Acrobat Professional, however someone would have to buy a license from Adobe. Adobe Acrobat Reader on the other hand (which is a free download) doesn't allow a user to change the document only read it.

Remember, anything available over the Internet can usually be modified (I should know, I'm a programmer). The Adobe file format is popular because it displays documents the same way on any client, not because of security. So keep that in mind.

If really want to change, no password can prevent the use of Adobe Photoshop to change the information in pdf format.

there is a way in acrobat to password protect a document, I'm not sure how secure it is, but it is a stumbling block to most people.
