She was commenting that Ward dealt severely with the Beaver when he was disciplining him. He had probably spanked the Beav's naughty hiney with a belt the prior evening. They never showed these types of scenes but they were often implied.

He probably punished the Beaver by making him spend time with Eddie Haskell. That in itself was "a little harsh".
