I think you'll find that this all stems from history, around the 1200-1300 era, when the English invaded France and vice versa and there were some terribly bloody wars between the two nations. In fact, the English were in Brittany in the days of Arthur.
Boy... do humans carry grievances on for too long, or what?

The causes are historic but center on power, colonies, expansionism, and hautiness. The French have a very superior attitude towards many other countries and have often rebuffed the US and European countries for no apparent cause. The President of France, while visiting Quebec, advocated the establishment of an independent country of Quebec so as to continue the francophilian attitude. (In many nations, he would have been asked to leave). The French have suffered many defeats with their colonies such as in IndoChina, China, and Africa..still continuing today..and perhaps this is why they need to maintain their stature. English people on the other hand have resigned the colonies and are no longer pretending to be the Great Empire that was. The British are content to be one of the world's family of nations whilst France is still behaving as a spoiled child.

The French and English have been in wars for centuries - look at Quebec Canada, a Francophone province in a former British Colony - so everything is bi-lingual and has to be "approved" by someone in the Quebecois government - how expensive is that, for 10% of the population?

Because they are French and that's enough.
And they are arrogant, they moan about everything, they send there immigrants down the chunnel, they grounded concorde (which was proved to be a french government cover up), you can never go on holiday without their air traffic controllers or the lorry drivers stopping all movements within the country. If we have an outbreak of mad cow disease we have to slaughter whole herds and if they have it, they slaughter the diseased cow and nothing more is said.

It has to do with Anglo/Franco history, the size of the reachable world when the conflicts started, the power structure at that time, which included the church, and who or what families influenced the decisions of which monarchy.

It is reciprocal. The French have never forgiven us ever since king Henry went over there and declared France to be a province of England and we killed most of their knights in battle. They seem to conveniently forget that we helped save their *** in two world wars.
