it would be best to not work on it, but only because accessing the hard drive while defragmenting will slow the process down. And to the guy above me somewhere, using programs does not fragment your drive, saving and deleting stuff to and from the hard drive fragments it.

when you delete a file, the computer just changes the file name so that it's not visible by the user. the file is truly deleted when the computer saves something over it. defragmenting moves the "deleted" files to the end of the drive, where it's more likely to be saved over faster.

Yes it is best to not be working online when running defrag, not only does it majorly slow it down but it makes it harder for the program to rearrange files to better fit your HD. I would close all programs and then run defrag, faster that way and does abetter job of it.

It's always better that no to work when defrag your system, Coz the time fo defraz system try to arrange fragmented files properly...

It's probably necessary that you have all other programs shut down while defragmenting.

Technically, Yes. Using programs is what causes the fragmentation to begin with. So, you would be fighting against the defragger somewhat. But, if all you're doing is surfing the net, the adverse effects would be minimal.
