Firstly, there is more than one kind of maturity, and you need to specify whether you are talking about sexual, emotional, or intellectual maturity (and possibly others). Secondly, even within one class of maturity, people will differ. Some people never achieve intellectual maturity; you have met some of them in this forum.

Let's see... Sexual maturity i.e. able to get a woman pregnant is around 15 - 16.
Emotional maturity can be anywhere from 25 to never.
I'm 40 and in some ways I feel like I'm 16 still, while in others I feel like an old soul.

technically, guys are mature right after they end puberty.
