Today I can not browsing. I asked to officer of my ISP. She said that their DNS has problem. So I try to use DNS of other ISP. I tried to ping that DNS. Okay... Can be reached.

My questions:
1. Is that safe and not against law?
2. If I use DNS server of several ISPs, is there any effect?

A better option may be to use a public DNS, such as OpenDNS:
http://www.opendns.com/

OpenDNS IPs:
208.67.222.222
208.67.220.220

They provide DNS service for free to anyone, so there aren't any legality questions. You may want to search for other public DNS servers.
