Taiwan has the softest by far. Comes in various brands and a barrel of it costs a couple of ¢¢.

The one that's the least damaging to the environment. The one that doesn't come from old growth forests and result in clear-cutting of our ancient forests. Check the Greenpeace website for a list of better brands. Brands like Charmin, Cottonelle, Royale are to be avoided. They kill trees.
