I am interested in acting and have been for a while now. I just haven't done anything about it. Now I want to get serious with my acting career and don't know where to start. I need advice.

You are a teen? Well then... you don't need headshots till you're ready to get an agent... and you don't need an agent till you know what you are doing. Go out there and get some experience first. Sign up for classes... do a google search... or a youwho search (or is that a yaywho search), for acting classes in your area. Are there any acting classes offered by your school? Start auditioning for local community theater. You can learn quite a bit just by performing in a few plays.

Get experience... build a resume... THEN get headshots. A headshot should look exactly like you... it shouldn't be something glamourous... it shouldn't be soft and fuzzy... it shouldn't have a boatload of retouching done to it... it should look exactly like you, warts and all. When a casting director picks up your headshot, and looks at it, he should expect to see exactly the same person walk through the door next week. Because you are a teen, your look is still changing every day... If you spend money today on headshots that you won't need to use for another six months to a year, your headshots will be outdated by the time you get around to needing them, and it will be time to start the whole process all over again. Save your money.... take classes... build experience and a resume.... THEN get headshots and start looking for an agent.

Take acting classes for the next 10 or 12 years. Also, join the drama department at your school. If there isn't one, ask your parents to find a teen theater for you near where you live. Your parents can call the YMCA and ask if they have teen acting classes.

You'll need a portfolio with a resume and headshots. Also (I may be jumping the gun on this), you'll want an agent, especially if you're serious about television or film work. If your resume is not so impressive, you'll want to build it up, and that may mean doing community/regional theater work and/or commercials (gotta start somewhere:). Good luck!
