Take extra virgin olive oil and add your favorite scented body oils to it. Very easy!!!

Before just going to the store and buying essential oils, you do need to understand how to use them. There are books out there that your local library probably has with recipes and usage information. One such book to look for is "Making Soaps & Scents: Soaps, Shampoos, Perfumes & Splashes You Can Make At Home" by Catherine Bardey.
For introductory information, perfumes are made up of various "levels" of fragrance known as notes. The following page gives an explanation of the notes and the oils that are used for each:

go to a natural remedy store and ask for a varioety of essential oils and other essesnces such as rose water are always good.
i tis all about getting the right mix of quantities, go to the library and fine a book on essential oils and perfumes and then go shopping for the products.
my grandma used to make perfume out of lavender and rose flowers, she would ferment it too. quality perfume always takes longer to increase in concentrate levels.

I have a recipe, but it doesn't smell good. I think it was my great grandmothers recipe and they had ingredients that we don't, so improvising is not possible since perfume making is a VERY delicate process... I suggest you check google

You can use essential oils along with a base (sometimes alcohol). You should look it up online.
