Couple reasons.........not everyone lives in constant cold weather and also men like women to look feminine and that could very well be the reason.
Victoria will always make sure their sexy feminine delicate things are displayed first and foremost. It's a mental thing to sell, sell, sell.

um i hope you sleep in a bed so you will be warm.........i still sleep in a tank top and shorts and its snowing..........yah coming from Victoria's Secret your man is probably supposed 2 keep you warm or something? i dk

its all about being hot for whoever, taht is why they sell short stuff.... plus in other places in the world its begingin to be hot...
