Because money buys you options and the less you have, the fewer and less attractive those options. In ' Fahrenheit 9/11' Michael Moore is filmed on Capitol Hill, waylaying various US senators with US Army enrolment forms and asking that they sign up their own sons and daughters to fight in the wars they're more than happy to send other folks' children to fight and die in. Oddly enough they didn't. Their children had better choices than the residents of Moore's home town - Flint, Michigan, I think - which has been ravaged by economic depression. Kind of shock jock politics, obviously, but made the point for all that.

There used to be much greater political sensitivity about this idea of not sending people to fight where politicians and their kind wouldn't go, especially in the USA. Theodore Roosevelt came to prominence in the late 1890's when he formed a company to fight the Spanish in Cuba and, a few short years later, became President. JFK famously volunteered in WW2 and served in the South Pacific despite having a medical condition - Addison's Disease - which should have precluded anyone from going, even at that time. General Dwight D Eisenhower rode into the White House on the back of his record as a national hero during WW2. These guys played their patriotism and military service for all it was worth and it certainly worked for them. Flash forward to the present day and we have Dubya, who avoided the Vietnam Draft with service in the Texas Home Guard. To no great surprise there's very persuasive evidence that this was arranged for him through connections of the Bush family. This doesn't seem to have hurt him politically - for the life of me I can't understand why John Kerry didn't go for this when his own military record was questioned during the last election campaign, despite the fact that he went to Vietnam while Bush, erm, stayed safe home in Texas.

The military service thing doesn't seem to have been as politically important on this side of the pond. Mind you we do have the apparently compulsory 'expectation' that males of the Royal Family should serve their time in the forces, I think on the principle that they also should defend their realm. Mmm, well when we see Prince Harry patrolling the streets of Basra alongside the squaddies from Arbroath or wherever who're being paid less than the minimum wage to risk their lives, I might give that some credibility. Until then, I think we're entitled to say it's just PR !

Anyway hope this is roughly what you meant - if not, sorry to bang on irrelevantly....

If you questions is "Why do they always send to the poor?" and they meaning charity donators, the answer would be because the poor are those with less numerous wealth, and require aid in one of the necessities of life.

Because the poor are have less of a choice when it comes to fighting an unjust war. They are offered a relatively good compensation for their "work" in global domination.

No idea what you mean, but it's easy to see why the poor always get screwed over. They're powerless, disenfranchised, and in a lot of cases, out of hope.
