Ninja 250.
You can buy one used for around $1800-$2500
Drop is a couple times then sell it for a little less than you paid. Maybe even the same amount. The ninja 250 will also do 110 MPH down hill with the wind to your back. Which is respectable for just a 250cc motor.
Your first bike will likely hit the ground one way or another. The last thing you want is to drop a Harley. They are heavy, hard to maneuver, and cost big $$ when you drop it.
I’m not a cruiser guy but if that is your taste Honda and Yamaha make small cruisers. You could get a Honda Shadow for cheap used and it is tame, well put together, and only requires oil changes.
Another option is a naked bike (bike without fairing) SV650, FZ650 etc, these will last you a while, can go quite quick for a new rider and when dropped don't cost much (no plastic).
The dirt bike idea is a great idea too. You could get something tame and small to learn on like and XR100 for really cheap. Like the Ninja it will hold its value and will be easy to sell.
I have an 02 GSXR 1000 for sale with 149 horse Power to the rear wheel...that would be perfect. Just kidding about the GSXR. That would be a death sentence.
Stay away from any bike that has an ‘R’ in its name for your first bike. That would include GSXR, CBR, R1, ZXR. Even the smaller 600s have double the horse power of most cruisers and at half the weight, making them fast and dangerous to a new rider.

I would say buy whatever bike feels comfortable to you. Wether it's a 250 or a 1300 riding is about comfort. Some people say don't go to big but you can control power. Personally I have been riding for about 3-4 years and I started out with a Suzuki Tl1000. This bike is real torque but I handled it. For me 600's were just to small. I had a budy who bought a bike last summer and got to no it and upgraded 3 times. He spent alot of money doing so to when should have just started on what was comfortable instead of small. I personally ride a 04 R1 and I love it. The R6 is great also. Suzuki's new Gixxer is sick.I think i would check thoswe out.

I'd suggest first taking riding lessons. This will give you a lot of valuable tips and may give you some direction about what style of bike is right for you. In the United States, the biggest provider of those is the Motorcycle Safety Foundation:
http://www.msf-usa.org
The office that issues your drivers' license is likely to know more about who offers lessons, too.
Then go around to motorcycle dealers and check out what they have for sale. Most of them will let you sit on the bike but not test drive them. It's polite to ask for permission to sit on the bikes.
I personally have four criteria that I recommend for a first bike.
1. It should be small enough that when you sit on the seat you can get both feet flat on the ground.
2. It should be light enough that you can pick it up if you accidentally drop it.
3. I would recommend 50 horsepower or less, as bikes in this range are much more forgiving and predictable than higher powered ones.
4. It needs to be one you're comfortable with. That's comfortable about everything - physical comfort, feeling comfortable about the styling, the price, everything.

I must agree with everyone that told you to forget a street bike for your first bike... Too much power for a starter to control.... Start with a dirt bike or an on/off like Honda XLVaradero or Yamaha TDM. Ofcourse the last two options are again if you have a previous relation with two wheels. If not even a vespa would be good for the first 3-4 months before you move to the dirt-bikes to understand the whole idea of motorbikes.

If you have never ridden before, I suggest buying a dirt bike and riding it every day for about 3 months. Once you get used to crashing on it in the dirt then I would buy a street bike and remember what it felt like to crash on dirt and then multiply it by a hundred. That will remind you not to do anything stupid on the street.

if you have never ridin a street motorcycle before but you are somewhat knowledgeable, either through a ATV or so, you should get a small bike. not necessarly a mopet or vespa but like a dual-purpose bike, its a street legal dirt bike. thats exactly what i did. its a yamaha xt225, not gigantic, but fun and gets me where i want to go. its a 225cc engine, so i cant take it on the freeway but it can go fast if i need to and being my first bike, i would not want to be tempted to go on the freeway. i did not want my first motorcyle to be a humongous super sport 1000cc engine. we have to be realistic, a motorcycle can be dangerous if one is not experienced... anybody can tell you that. so even if your into crusiers or choppers or sport bikes, make your first bike one you can handle.

go to a few bike shows, check out the triumphs on ebay. forget the fat *** harleys. they just about all look the same, build your own. buy a book, if you have $2500 or even $2000 you can be riding a triumph, 100mph all day long.

Buy one that makes you feel good every time you just look at it. Took me a while but I found mine in 1987. To this day I still stop sometimes and just look at it sitting there. And yes, it makes me feel good.
