I am being overcharged with my real estate taxes..?

I am refinancing and the appraser went to city hall today after coming here and she found out that my lot is .13 but the city has been charging me for .25
I was wondering if anyone has been through this and what to do? Will the money be retroactive for the last 7 years that I've lived here?
